Key Facts
The blueprint, which could allow Democrats to put in motion the biggest social security expansion in decades while also funding climate change measures, faces a challenging road ahead in the House.
The passage of the blueprint in the House will require progressive and moderate Democrats to work together as lawmakers return early from a scheduled summer recess later this month.
This is a developing story.
